Allow the use of a saved search for Billable Items

I think for this to work you would need to be able to build Administrative searches. These would be searches not saved under a specific user but under a system account. These searches would only be usable under administrative functions like scheduled reports and this. Currently when remodel a room we create a new location and deactivate the old location. The person that is responsible for this is not the person responsible for pricing. So ensure that the new location gets added to a pricing schedule it needs to be is a problem. Also sometimes the room is changed to a different type of room which changes it rate. It would be nice for this to all be dynamic by using searches.
