Control what order Tasks go through in Tiered Workflow

I would like to be able to change the order that certain types of Tasks go through in tiered workflow. We are wanting to use Tiered Workflow but we need Other Requirements (Not Calendar Requirement) to be before Location and Resource Tasks. These are all of our Tasks that have to do with safety and risk management. So for us these are the first thing that needs to be approved. We don't want to wait for these to start being evaluated until after the Location or Resource. We cannot use Event Type Notification Tasks for these. So right now our only options is to create hidden organizations that are added to the event to control these. I don't really want to start having a bunch or organizations that are not organizations.
