Allow creation of HTML modlue to be added to the Desktop

I would like to be able to use HTML to create some of my own content to put on the Dashboard. These would be available for all users to add and room but I could also add to the default everyone gets to start. This would solve the issue of the Create an Event Button that we want added back. It would also allow me to add buttons to certain search results, reports or other pages such as our training videos site. I could also put up certain disclaimers as well.
