Set different default time zones for separate 25Live instances

An institution that has multiple campuses may have a separate 25Live URL for each, with its own 25Live instance. These should have the ability to set default time zones distinct from the system default.

Adding a comment on behalf of Creighton U - Having campuses in multiple timezones crates challenges for open close times and scheduled reports, but these are exacerbated when one of the campuses in in Arizona Mountain Time, because Daylight Savings Time creates inconsistencies with all of the other campuses.
