Effective dating for locations, resources, and organizations

Allow admins to specify that a location (etc) has details that will be different in the future, and keep track of these differences for purposes of:

-Availability checking
-Optimizer placement
-Reporting

This would be AMAZING for changing room capacities for one or two terms only.

we also have multiple building hours ... Summer hours, Break hours, Term Hours ...
The ability to add date range building hours would be very beneficial!!
Currently using blackouts for buildings impacted the most by the lack of this feature. (4)

Anything that changes the below we want to have date associations with them. It is important for people requesting or scheduling the room and also for utilization reports.
- Capacity
- Layout
- Features
- Hours
Currently for everything but Hours we create a new Location and retire the old one to handle this. This makes maintaining information on Locations much harder because we have to restrict to just the System Admin to make these changes.

There are some Custom Attributes it would be nice to have effective dates on because of Utilization reporting. This is things like the Department it is assigned to. That way we can see if it was better used when it was scheduled by one department over another. I think if we could have configuration sets on Locations. That way you could add a configuration change set the date range and then change whatever information on the details page was different.
