Add restrictions to when people can cancel events

User would like to be able to specify how many days in advance an event needs to be cancelled by security group.

For example, students may need to cancel events at least two weeks in advance while faculty/staff may only require a week notice.

We need to be able to also set this by Location. For instance Study Spaces and Conference Rooms it does not matter but there are locations we charge for and that does.
