Remove dependency on Create Event permissions for Create Publisher Feeds permission

I don't see how creating an event has anything to do with creating a publisher feed. We have a generic account we use for creating searches for calendar feeds. We don't want any searches for calendars in personal accounts because this causes problems for maintaining them long term. This account should never be used for anything else. It just needs visibility to everything.

The only other way I could think to handle this is if Searches got object level security so we could change visibility. We would also then need to be able to either change the owner who can edit it or also included edit permissions under object level.
