Allow embedded calendar controls to users other than -1

We are starting to have users ask to embed calendars for "their" spaces. I was looking into how to let them manage this themselves but they would need -1 admin to access these areas. I don't feel comfortable giving anyone other than our core group -1 access. It would be nice if there was an "admin lite" setting to allow users access to the embed area without giving them access to -1.
