Report Subscription - Allow -1 Administrator to Edit all reports

As an admin of a large institution, it would be helpful to be able to edit a user's scheduled report. This has happened when a report subscription was set up for a group, but now the person is no longer with the University. I would need to go in and inactivate it.

As someone who is new to being an admin., anything that helps me go in directly to make edits, etc. is something I am in favor of.

Yes, please! Admins need to be able to access and edit scheduled reports for all users.

I would prefer that the permissions "Manage Report Parameters and Scheduled Reports" be separated into two different permissions.
- Manage Report Parameters, pretty much no one except custom report builders should have access to this I really don't understand why this is combined with Scheduled report management.
- Manage Scheduled Reports, anyone that has this should be able to fully edit ant of the scheduled reports. I don't want to have to maintain the schedule of a report that is setup by a department. If a person leaves and is replaced with someone else and they need to change who it goes to they should be able to do that without submit a request to the system admin.
