Tasks are not automatically marked as "flagged"

In order to streamline the dashboards of some of our campus approvers, it would be nice if a task was not automatically flagged and a user has to uncheck the box. Most of the time they take action and want to move on (they can flag if they want) but want to only show what they need to take care of on the dashboard.

This would be great! Another related idea would be adding a second notifications number by Tasks. I wish there was an easier way for me to see the urgent tasks I need to get done right away (or the new ones assigned to me) separate from the ones I am currently working on or that are lower priority.
