Improve handling of To-Do Tasks for events in Cancelled State
It is possible to create a To-Do Task for an event with a 'Cancelled' state. The task can be created, but does not appear anywhere. It does not appear on the task view of the event, or in the assigned user's task list.
This behavior could potentially could cause in issue if users are expecting to communicate tasks for cancelled events.

Megan BladowThis is of particular importance for events that have payments that are cancelled. We want to cancel them right away, but we cannot send a task to our fiscal manager to refund the money. So we have to wait until the refund or other financial impacts are complete before cancelling the event. If we were able to have to-do tasks for cancelled events show up in the task list, this would eliminate this problem.
