Trigger notification policy on removal of location/resource

Notification Policy is currently triggered when a location is assigned. It should also be triggered when the same location is removed.

This would be great for cancellations. I often forget to let the appropriate people know. This would also save us time notifying the approver.

I like this but I would want to be able to configure the Notification separately. In some cases people only want notified if it is assigned and others only want it when it is cancelled/unassigned.
