Unrequire Custom attributes triggered by event form rules for security groups

When custom attributes are triggered through event form rules they become required for all users. It would be nice to have some security groups to be immune from the requirement so that they can work on an event.

I'd like to have a few custom attributes added to various event forms without having them required by rule or tied to event types. This could provide a great deal of flexibility for our operations.

Similar to this, we add some Resources and Requirements to events via rule. When for some exceptional reason they may not be needed, we can remove them from the event record, but any subsequent edit of the record automatically (understandably) reapplies them. It would be great if once removed, they were not reapplied.
