Add Help Text to individual Custom Attributes that shows above them in the Event Form

Since Custom Attributes appear based on the Event Type there is no adequate way to provide additional information to help users know what they should be used for. Right now if I add help text for everything I get a book and most of it only applies on one or two Event Types but the help text appears no matter what Event Type is selected. With the new ability to further control when certain things appear in the Event Form this just makes it worse.

MeganWe also get a lot of complaints about the event form being too long, and this will help mitigate that too!
