Allow modification of default duration for Express Scheduling

We are trying to find a way to let people schedule time at our Help Desk windows once campus opens up. In order to avoid lines forming at the desk, minimize face-to-face time with our employees, and to facilitate social distancing, we’d like to restrict them to 15 minutes at a time.

The location is set up with a 15 minute Maximum Event Duration in Express Scheduling. The problem is the Event Duration defaults to 1 hour, with 30 minute increments in the selector. This means that the location does not appear in the "Express Location" drop down until the user manually types in an end time of 15 minutes or less.

I would propose making the Event Duration a configurable object for Express Scheduling in order to help campuses make similar changes in support of scheduling realities to COVID-19.
