Check for duplicate emails when creating new contacts in Event Form

Prevent (or warn) users from creating new contacts from the event form that share an email address with an existing contact. This is a large source of duplicate contacts in the system.

Pamela MasonI would also like to have a functional security permission to prevent them from creating a user with the same email. The majority of our users should never be in a situation that warrants creating a user with the same email as another. It is basically about 15 people.
