Don't update scheduler when selecting a new location

If you're editing an event and you repick your location because it's a pending request and location is a required field, then the scheduler updates based on the location scheduler. This creates more work and forces people to pick a different scheduler.

Requesting that this be disabled or otherwise intelligently understand when a person editing an event does and doesn't want the scheduler to change.

This causes a huge problem for us currently. We only want the Scheduler to change when selecting certain Locations when they create their event. If they go back and edit the event it needs to stay as it was unless they manually change it. I believe this is the same reason that the Scheduler will get reset to the person editing it if there is no Scheduler set on the Location. Most people don't notice when this happens.
