Allow setup instructions to contain formatting and links

It would be nice to be able to include links (for diagrams, websites, etc) in setup instructions that would appear in 25Live and in reports.

We would love to be able to link our Facilities information system to the location record in order to bridge the gap for both location schedulers and instructors to view a potential learning space without having to "build" another integration and or webs pace to accomplish the end goal of viewing a space. FIS is our system of record for imaging and our desire is to only upkeep a single system image gallery.
