Ability to give approvers different levels of access to Locations permissions

Our institution has a decentralized scheduling model across multiple campuses. Approvers on other campuses need to be able to submit blackouts for rooms without having editing rights to make changes to capacity, features, etc. for those locations. These permissions should be separated.
