Security settings for uploading/editing images

Would it be possible to pull the "images" out from the settings that relate to Master Definitions? We use the image directory to store event setup diagrams, and schedulers are often updating the event diagram over a period of time. Currently, user groups need permission to "manage master definitions" in order to see/use the images directory. We trust these schedulers to upload and edit event diagrams, but would rather they didn't have access to change our Master Definitions.
