Allow Request/Unassing to work on Resources and Locations that are not Visible

We want to auto add Locations and Resources using Event Form Rules that are for internal processes for specific departments, we are decentralized. So we don't want the users to see the Resources and Locations being auto added but we don't want it to cause a problem for them to create or edit the event. Currently the person creating or editing the event need has to be able to see the object.
