Ability to override the location assignment policy window when editing non-location related items

For reservations with locations that have Assignment Policy Windows, users are currently not able to edit/save non-location related items (description, title, calendar requirements) on the reservation if it is within or after the assignment policy window.

We would like our users to still be able to edit items like the description, title and calendar requirements at all times. Currently, even if the Event Form does not include an option to edit the locations, dates or times, they are still not able to edit/save any changes.

Allowing Inline Editing could be an option, but it doesn't restrict which fields that can be edited.
