Templates for Event Description Field

To help users enter event descriptions in a consistent manner, we'd like users to be able to reference a formatted Template. This will help them use the correct layout of images and text; include important info about accessibility, if the event is free or not, where to park; etc.
Users should be able to choose a template based on the event type then add the text and images for their event, while leaving some info, like accessibility, unchanged.
• unique name for each template
• assign template(s) to event types
• separate permission to create/edit/delete templates
