Ability for system to default Event State based on the user's location security

Have the system recognize the user's security by location and default Event State based on that user's location security. Users with advanced security or options to select multiple Event States shouldn't be able to select Confirmed if they don't have security to actually approve that location.

We're having a similar issue at our institution. Some Users have authority over certain locations and manage the events for those spaces, but then will change the event status for rooms that they do not manage. It's especially a problem when our service department tickets are created when the event status is changed to Confirmed - so tickets are being created for requests without an approved space.
