Provide option to apply FLS to creating and editing Express Scheduling

Recently (4/1/2021) the ability to enable Express Scheduling for a location was made possible through 25Live Pro inline editing. My school isn't yet using Express Scheduling and even if we were, I would like there to be a way to disable inline editing for Express Scheduling by security group while preserving inline editing rights on the other fields for locations.

I don't want one person to effectively be able to turn on Express Scheduling for the whole college which is what happens if one location is enabled.
