Event State Change targets for event forms

Add targets for event form rules by event state for additional custom attributes or resources.

Example: When an event state is moved to confirmed, add a boolean custom attribute for "Work Order Needed"? From here, other event form rules kick in based on a yes answer to add specific resources and an additional custom attribute for input of the w/o number.

The ability to enforce rules when the event state changes would be helpful. For example, one of our venue managers would like to know if a custodial work order is completed prior to the event occurring. Work orders will not be submitted until after the event is confirmed so I don't want the task (resource) to appear until then.
