Allow Initial Add for a New Locations User to Set Security

When a user has the ability to add a new location, add the ability for them to adjust the security on the location. Currently I have permission to add locations but not security, so an added location sits with no one able to view until our administrator goes in and manually sets the security.

If you give the security group permissions to Edit Location Assignment and Object policy but don't give them access to the Group Administration tool. Then they can copy an existing Location that has the same permissions as the one they want to create and they can make sure to select to copy those permissions. To change them anytime they can give you permissions to the Group Administration Tool and that will allow you to edit permission on Locations that you have edit permissions to. They may not want to do this because right now if a user has permissions to the Group Administrator tool then they can change peoples security group on their contact details page.
