Allow Custom Attribute rules to Trigger in Schduling

Currently the custom attribute rules only work during the Pro event form.
It would be nice to have the rules trigger during in Scheduling

This feature would allow us to have consistency between the two platforms and keep things simple so we don't have to change settings to accommodate both.
